Problem is... a UPS package is not mail. There is nothing legal that can be done about it other than small claims court if you can prove WHO took it. You might be able to file a claim against it at UPS. All items shipped are insured up to 100 bucks.

have a woman call and every time the lady of the home picks up have her go "ummm" and hang up, redial and hang up again when she picks up the line. that should be interesting. should be easy to find out the names of the people who live there

Yeah I agree seems like waste of time taking it to small claims court but I understand if I was in your shoes I would feel pissed too.
