HCHD is a county-operated clinic. Its nonprofit in that it does not have the purpose of making a profit, but its not operated by a nonprofit agency.

A lot of the Medicaid dental clinics around are actually for profit businesses.

for HCHD they need to apply/register for a Gold card. it will take some time to get their paperwork together. and they have to be a resident ( of US and harris county). gold card clinics wont see you without one. if you go to a community hospital they MAY see you first then have you register afterwards. typically you have to be bleeding or pregnant for them to consider that

for an emergency - hospital er
for medical care now, but not an emergency, but dont have the time or ability to qualify for a gold card, Healthcare for the homeless in the BEACON downtown is open tomorrow

those are literally the only 3 options. if they are spanish speaking i know an additional place but its iffy

easy right?
