I used to go to school in the TMC and then worked there once I graduated. I parked for free in Downtown Houston...on a street called Winburn...which is right off of the light rail track. Hopped on the light rail and it dropped me off right in front of the TMC within 12 minutes. I know you can buy a ticket at the Light Rail stations. My employer paid for our Light Rail passes. So I would get a monthly pass to use. I really enjoyed the convenience of not having to pay high parking fees to park at the TMC or having to park way out and wait for a shuttle to pick you up and drop you off in the TMC. It was very easy peasy for me
The light rail does run all the way to One Main St. which is not a far walk to the Civil Courts Bld.

There is some free parking in Herman Park with a three hour limit but I don't know if anyone is timing. Parking is free on downtown streets after 6 pm and all day sunday.

Watchful is correct. Keep in mind the free ride is only with the jury summons notice..on the day of. On any other day the bus ride would cost depending where you are coming from.
