Correction, they have been given the chance to become a city by 2014. Under Texas Law parts of any city's jurisdiction CANNOT just and become its own city IF IT WANTS TO.

It also cannot take in lucrative (or otherwise lands around it either. If the woodlands were ever to become incorporated, they will instantly become a landlocked bedroom community sandwiched between Conroe and Houston. It will be forever at Houston and Conroes mercy for services as the rights to the water are either owned by Conroe or Houston.

No matter how many employers migrate to TW it will always be a burb and subservient to cities with Jurisdiction like Houston and Conroe.

Law are laws, and it would be chaos if cities were able to willy nilly claim whatever land it wants.

At best I see The Woodland being like Las Colinas/Irving, maybe overtaking Irving in population.

Galveston has the best chance as second-fiddle. No other city really has a shot in the foreseeable future.

The only problem with the population stats with Chicago is that the population seems to be very erratic. In 1990, it was around 2,780,000, then nearly 2.9 million in 2000 and then slighty less than 2.7 million in 2010 at the census.

My theory is that the census count for both Houston and Chicago in 2010 was way off. Houston should have more than 2.1 million and Chicago more than likely didn't lose over 100,000 people. If I remember right, didn't both cities challenge the 2010 census figures?

Anyway, regardless, I could see Houston definitely passing Chicago in 2030, because Chicago doesn't have the room for massive growth like Houston does.
