Worst: Sunnyside by far. Some will say Alief, but if you have driven in both you will see a huge difference. (I worked 8 years deep in the Alief area.)

Best: Memorial, Bellaire, West University, Galleria area (uptown), Montrose

The Evil Donut area!

It's a backwards C between the beltway and the loop from Richmond south and around counter clockwise to about Kempwood or Clay on the Northwest. Includes everything but dead west of downtown. There is certainly some hood outside the beltway and lots inside the loop, but this would be a generic giant backwards C.

I prefer to think of the area you describe as everywhere outside the "Anglo arrow" that points at downtown.

You know, you are right. This is the most accurate and simple way to describe Houston areas.
