I don't even know if I would consider this hoarding, since hoarders tend to love animals and can't resist taking them in. They take in so many that they can't give them the love and attention that they need.

These people are just... well, just fill in the blank... I can't say what I really think.

These animals appear to have been kept outside for the most part, and neglected.

CPS doesn't (and is not allowed to) monitor families after they lose their rights. it would be impossible even if they could. that'd be like having to monitor 1 out of every 4 households in the city. if they were on probation the county's probation office was in charge of any monitoring. child abuse, unfortunately, isn't a priority. if no one reported their suspicions at the time of the new baby's birth CPS would not know a new child existed. it appears no one reported a new child in the home so it wasn't discovered by authorities until SPCA showed up

my guess both parents are borderline mentally retarded and drug addicted. not a good or rare combo
