Why did it take so long for Houston to get a rapid transit system??

I work downtown and often when people have appts. in the med center - it is brought up to say "do you take the rail?" Men often say yes and I would guess that 85% of the time, the women say no. When you ask them why not, the response is "there are too many weird people on the train" or "I don't feel comfortable on the train."
