You may want to look at this from the bright side of things. All the homeless beggars in Houston is a sign that , one) Houston has a moderate climate that attracts people who live outdoors, and two) Houston has a dynamic economy that produces a lot of spare change.

I know its annoying but do we want to create a Police state to deal with it ?
San Francisco tried that, it did not work out to well. I go to the Oracle OpenWorld conference now and again, and what I see there is very disturbing. The city has some sort of law, because they don't come right out and beg. The point is, they do it differently. But what I see in the public areas is disgusting. People urinating, defecating, sleeping, vomiting, doing drugs, all in public areas where there are thousands of pedestrians. Houston is not there... yet, but word is getting out that Houston is a Mecca for begging because it has gotten worse over the last several years.

The streets between I-45 and Midtown already smell like crap and **** on particularly warm days thanks to the Houston bums.

Pan-handling, soliciting, loitering, trespassing, operating in a right of way without a permit.. There are a few laws on the books to limit "begging".

Houston is a begging Mecca for the reasons I stated before, (climate, economic). Maybe what has happened in The Bay Area is an argument against denser urban development . If you centralize all your "public" activity you will attract the homeless into your urban core as well. Houston is "spread out" and so are our homeless beggars. I mean don't people in Tomball deserve to have their windshields washed at red lights as much as those who live ITL?

There but for the grace of God goes I.

One never knows what circumstances have brought these folks to their situations. I don't mind giving money or a bottle of water to someone that truly needs it. It makes me feel good to help someone and I don't waste energy on badmouthing people that I know nothing about.

Have you ever smelled one of those downtown metro bus stops that reek of urine?

Don't be naive, bums take your money and by rock, your money gets smoked up.

I'm not naive. What they do with the money is their business. I give it altruistically and it makes me feel good.

Believe it or not, these are people. And one day, you may be the one needing help.
