I am thinking about remodeling the area around my fireplace, as the TV is over the fireplace and it is too high. As an aside, we need fireplaces dominating our living rooms here in Houston like eskimos need snow-cone makers pre-installed in their igloos.

In any case, I think I may just want to lower the mantle, and either cover over the actual fireplace, or perhaps just make it smaller, or something along those lines. Also, I have some very cheap looking bookshelves that are built into the recessed areas on either side of the fireplace, and I think I would like to have something of better quality built in at the same time as I am having the front of the fireplace redone. It is all effectively part of the same wall.

So, I have two questions:

1. Do I need a permit from the city to do this work?
2. Does anyone have any recommendations for a contractor who does high quality work that they would recommend for a job like this?
