There may be a fe in the Bissonnet area between 59 and Gessner. However, this is a dangerous area. I'm not sure of the names of the apt becuase it seems they change names every quarter.

Google apartment locator 77074. Apartments in Houston that are bills paid are very old (I think they started separate meters in the 70's) so those are going to be 40+ old - very few of them and probably not in good neighborhoods.

I was living in the Oakwood apts on Westheimer in early 1984 when they converted to separate meters. My rent for a 800sf one bedroom went from $380 all the way down to $340 when they did. Ah Those were the days

Of course those apt weren't new then either....

LOL - point of reference - gas was about $1.20 in 1984.

Another point of referende. In 1984, I was still in college. I moved to houston in 1986. Worked at the VA Hospitl as a Registered Nurse with a Bachelor's Degree (higher salary). As a new nurse my salary was $21,753. I had a two bedroom apt, all adult apt (no kids allowed in the complex), door-to-door trash pick-up, tennis court, pool, sauna, hot tub. My apt was approximately 1600 sq ft. My rent was $360.
