I don't think dealer plates require window stickers, as they can transfer the plates from vehicle to vehicle. But they do require inspection stickers.

Why is this an issue? Which sticker is missing?

Who said it was an issue? I've seen cars driving around with only one sticker and want to know how there legally doing that. I drive fixed up cars and wouldn't mind just putting one sticker on if I can!!

Could these be new vehicles you're seeing? A brand new vehicle in TX won't get a registration sticker until the registration renews the first time.

^^this.

But starting next year, there will only be a registration sticker issued. You'll have to get an inspection before the new registration is issued. I'd heard about this & just looked it up--takes effect March 2015.

But not if they have Antique plates. Unless they've changed the laws, if you register your classic car as an antique auto, you don't need an inspection sticker. But you are not supposed to drive it except for special occasions.

Yes, true. That would be an exception to an inspection being required. You are only allowed to drive the car to/from car shows and in parades though.
