Searched through old threads but too many and none that really answered this query: anybody have experience in protesting HCAD valuation and any actual positive results?

Reason I ask is this: just got my HCAD assessment for 2014. It is a 16.5% increase over 2013 and also happens to be 8.5% over the price I paid to buy the house in April of 2013. I know property values have gone up, but a valuation that is 8.5% over my purchase price seems a bit excessive.
