We applied for passports last Friday. It took me about 30 min of hold time with USPS. Finally, someone responded and the next available appt was in 2 weeks.

Yes, I've heard going outside Harris County is better. Someone told me they go to Texas City and it was easy.

Of course, that won't work during lunch hour unless the OP takes really long lunches.

Don't go down to the Leland Building or go through an expediting agency unless you can show proof that you are leaving within 14 calendar days.
There are four Houston libraries that do passports.
No need for an appointment.
Go on their website, under services, and find the locations.
Call them up and ask about wait times.

Make sure you have a certified original birth certificate, your Tx DL and checkbook for payment.
