I have to drive down a road in an unincorporated area to get to my home. There are several businesses and a number of older homes. Most are neatly kept, but two are beyond horrible. Is there any agency that requires people to clean up? One home has two overflowing dumpsters, dead cars, trash bags on the ground and assorted junk all over. I'm thinking health hazard, as well as eyesore? Appreciate anyone's wisdom. Thx.

It's unincorporated so unless it's a health or safety hazard you are probably out of luck.

There is a complaint form on the Harris County health department site.

The person who works there now is really good about responding. My neighborhood had a family who did not keep their pool clean. It was almost black. I can't tell you how many times the HOA complained to the health department. If there were no mosquitos, they ignored it. Somebody new came in a couple of years ago. That person gets right on problems. I filled out the form about a pool and they were there the next day. That pool was drained and repaired the next day. Same thing happened when a neighbor on another street complained about the pool that backed up to her house.

Your issue is standing water and rats.

Agree with Texas7 if its in unincorporated Harris county and no HOA then it will be near impossible. It does not sound like your in a neighborhood setting that would have a HOA
