I also heard SPring branch ISD is good. Do I have to physically live in that zone in order to get admissions? I live near the Bayou that separates them :S and it comes under HISD

Thanks for all the comment/suggestions. I checked them out online, east Spring branch has very good school but klein ISD has good schools too. Don't know if anybody heard about it.

Shanv: In LA, you need to have a physically address within the SD to get into that school, but some schools do accept transfer.

Yes, you do. And not all schools within a particular school district are created equal, you'll need to do your homework on the differences.

If you're able and willing to take the Park & Ride (which is pretty good), look for areas near P & R lots with frequent, long-duration service. Areas in your price range that come to mind with well-reputed schools include parts of Clear Lake, Humble/Kingwood, Klein, and Cypress. Do NOT live in Cypress or Spring / Klein, however, if you plan on driving to downtown every day.
