The gloss is from the polyurethane they use as a top coat over the stain to protect and add a little pop (mostly to seal and protect). They do make low gloss polyurethanes though. Doesn't hurt to ask if you prefer that. I like the shine myself.

firsthomebuilder,

I recommend you go to a hardware store (HD or lowes) buy a 1x4x48 of red oak. Pick up your preferred stain and stain the wood. Now divide the red oak into 4 sections apply a different poly sheen (flat, satin, semi, or gloss) to each section. Then pick the one you like the most. I think this will give you the best and most realistic expectation of what your stairs could look like.

Thanks kjones but the problem is that I have never done the paint and all on my own. Plus I have to tell the builder onmy decision by tomorrow.
