Ground level water storage tank painted blue a couple feet from back fence. Would you think good no back neighbors or would you not like it because that is the view?

Ok, what if your choices were a newer home with the tank behind it or a much older home with previous foundation repair?

If the water tower is a concern to you, it will be a concern for another buyer. Unlike high-tension electrical towers, there is not a safety or potential heath concern; just unsightly.
I would suggest that you keep looking.
Home buyers look for what is aesthetic pleasing to the eye. Any thing that would detract from a homes curb appeal will be a objection to a possible home buyer down the road and therefore affects it's value.
If you have not bought the home yet pull the comps to get the average selling price in the area and see if you can get an indication of other homes that have sold near the water tower. Have your agent go back 3-5 years to see if there is a major difference in selling price between those homes near the tower and those that are not. That difference if any is where you want to come in at on your final asking price.

Foundation repair has a lifetime warranty. As long as the foundation repair was done by a reputable company and includes a transferable warranty, then there shouldn't be reduced value on that property.

The fact that the foundation required repairs in the first place, might scare a buyer who is not familiar with construction, but foundations are actually worked on and repaired all the time. The repairs are sometimes better than the original foundation.
I would rather deal with the foundation than water tower.
