Based on TomTom traffic measurements of average congestion. Houston shoots up the list a little for morning and evening peaks.

Based on the HaudiHaudi traffic measurement of average time my rear end is in the drivers seat behind the wheel of my vehicle driving home, I would agree with their findings of traffic getting worse and worse and worse over the last few years.

I find the HaudiHaudi traffic measurement system to be quite accurate.

Not a good comparison,
San Francisco is #2 in the US ignoring the fact that San Francisco easily fits inside the loop (610).
Meanwhile in Houston we have traffic 30 miles away from downtown on I-45 in The Woodlands

This data does not speak to commute length, merely the amount of extra time (a percent) added to the average commute due to congestion. I am sure the rankings would change if the distance of the commute was given any weight (I think the point you are making).

There have bad traffic outside of SF (which has terrible traffic on its city streets).

As soon as I pass them (takes a lot of work) there's nobody in front of them for at least 1 mile
