Pipelines are arguably the safest, most efficient way to transport products. No issues with that.

Unless you want more rail transport, which hasn't had a great year.

There are three refineries in Texas City and a few chemical plants. That's what the towers and smokestacks are.

According to Ozone Viewer | houstoncleanairnetwork.org. Areas that seem to be consistently spared the worst Ozone levels are Friendswood, Pearland, Katy and Humble. I've been watching several days worth of ozone imaging. Assuming the detection is accurate the aforementioned areas always fare the best.
