Is there any place in Houston where you can hold a free conference/meeting, its more of a non profit meet so we won't generate income on it so it has to be free or less to nothing to hold the event weekly.

Some of the city community centers have meeting rooms and I think they should be free (?). You'll have to call them.

Some of the grocery stores also have community rooms, and groups meet there. I know the Kroger on Buffalo Speedway at Westpark does.
