How are school zones (speed limit reduction) determined? I hit one on Piney Point at Smithdale every day, and I can only assume that it is for Memorial Drive Elementary, but that seems awfully far away for a school zone. Anyone know how it is determined which areas have the reduced speed limit?

TxDOT has an entire manual on determining school zones. Or, ask SBISD why there's a school zone there. The basics are that an area where kids are walking to school and have to cross a street is likely to have a school zone.

Is there an annoying flashing sign telling you to slow down even when there are no children around?

There is a sign but it doesn't flash, so I damn near miss it every day.

It might be a small segment of that's school zone that must cross there. Kolter elementary had a section on Chimney Rock, because kids potentially walk from there. People assume it's for Johnston middle school, but it's not. That one is a bit further down the street.
