I just recently closed on a home a few months ago and have been receiving this form in the mail with 19 questions.

It came from the Harris County Appraisal District.

It was sent/signed by the associate chief appraiser.

It asks me to participate in the property appraisal process blah blah.

I assume this is a ploy for them to have an excuse to raise my taxes?

I should trash it?

In Texas, the purchase price of a property is confidential. It is up to you whether you want to disclose it to the County Appraisal. You don't have to fill the questionnaire if you do not want to. Some people disclose the purchase price when it is lower than what the HCAD has it appraised for (check HCAD website to see the current county value). When the purchase was for a higher price, some people prefer not to disclose to avoid the tax increase which is calculated on the purchase price.

Do they generally go with purchase price if it was recent (past 3 months or so)?

do not fill this out. Trash it! They are trying to get you to tell them what you paid for your home.

If you answer, they will automatically raise your appraisal to what you paid, and raise your taxes accordingly. If you don't answer, there is a chance that they will not estimate high enough on your transaction and you will be lucky and then your tax appraisal will be less than your selling price. But they have been throwing out high appraisal values recently, often higher than the sales price. Then you almost have to disclose your sales price to get it reduced when you protest this year.

HPD can't even get access. My guess is they hire the low-life agents to look it up for them.
