Might it be a good idea to leave them accessible in case the cables ever have to re-tightened? I don't know if that's ever an issue or not but cementing over the holes seems awfully final.

I think sealing them is better than leaving the ends exposed to rain and debris.

The inspector, a post tension company and the internet have all deemed to seal these exposed ends with a hydraulic cement.

Once the cables are tighten and cut, don't believe they can be tightened again since the hydraulic machine won't be able to grip them to re-tighten them.

If they were properly cut and clamped then they can be tensioned again.

Just as an FYI if you ever encounter a rusted PT cable end you should have it checked thoroughly by a professional that is specially trained in Post Tension Cables. These are stranded cables that have a special wedge anchor on them. A rusted cable can have strands that break which can loosen these wedges. The results can be unpredictable from absolutely nothing happening to release of the cable. The cables are an integral part of the slab design and a failed cable does nothing for the slab integrity.

I had a structural engineer check ours out. Lots of our neighbors have exposed cables or had to seal them up.

Seems common but if not checked out could compromise the slab integrity.
