Hi,

My parents moved into a new build house 2 yrs ago. Currently on HCAD has their property improvements as "0". It's been like this for 2yrs now. They've only been paying property tax on the land as this is what they've been billed. I also notice that HCAD has their property address listed as "0" as well and not the actual house number. Should they be worried?

If your parents currently escrow with the mortgage lender then expect an escrow overage/shortage roller coaster for at least two cycles after they get the value sorted.

They currently do not escrow their tax.

You need to contact the bank, if they have a mortgage. bank will probably help fix it...

Wow, if only we could all be this lucky! Did they file a homestead exemption? Is this a house in a neighborhood, or a house built on land they own? I could see HCAD missing the house if it was built in the country and no permits were needed or pulled and they owned the land already, but if it is in a neighborhood, that is strange since the deed would have to have been filed and they should have gotten notice of that.

They need to be ready to be hit with taxes. I wonder how far back they can go, and if they can bill for back taxes like that. Hopefully they will get lucky again and it will only be from now forward.

This house was built in a community. All the houses around the neighbors have update address and improvements in HCAD. Technically, my parents are paying taxes based on what they're getting billed. They have not filed for Homestead yet as the tax is already low so they don't want to mess that up. . I'm just worried about them getting bill back for previous years. Who's job is it to update HCAD anyway?

They will most definitely get back billed.

That is kind of a catch 22 situation. If they do get back billed, they won't have the benefit of the homestead or over 65 exemption if applicable, to reduce their taxes when they get the bill, so they will have to pay the full amount. If for example, the taxes are corrected this year and they are billed for 2015, then they need to file the homestead exemption and make sure they file it retroactively for the prior year. If they qualified for it the prior year, they can file for it and receive a refund of over paid taxes from the prior year, and it should put the 10% cap in effect for the future.
