Many counties do require three phase inspections in their unincorporated areas. However many also don't. At this time there is no talk I know of to make it a State wide requirement.

3 phase is not required yet down here - but I would do it. A house is a big purchase - don't make the mistake of cheaping out on inspections.

I would recommend 3-stage inspections as well. We had it done on our new build in Katy a couple of years ago. Coming from an engineering background, I found it very informative and helpful. But our inspector did a great job at explaining things to my wife as well who at the time knew very little about construction.

I would recommend all three stages. Pre-pour is however the one to skip if you where to going to skip one. Pre drywall can be very useful to catch all the things behind the walls. Remember once those walls are closed up you can't tell what is behind them anymore.

Lots of moving parts building a house and things get overlooked very easily. I was the type of person that was onsite every day checking things out. Now that we are moved in there are still some details to be addressed that got missed. The more set of eyes looking at things the better as different people notice different things. For example we had the trim on a linen closet crooked. Nobody noticed it including myself until my wife saw it two days after we moved in. As soon as she pointed it out it was very obvious and we where all scratching our heads including the construction manager wondering how we never saw it. Of course he had his trim guy, drywall guy and painters all scheduled quickly to get it fixed.

Also if you know a really good AC guy I would suggest to get a separate inspection. Builders tend to use the big AC companies that typically have the entry level AC guys putting in the AC.
