UH would definitely have some stuff to bring to the Big 12 table, but the Big 12 doesn't have a problem with recruiting in Houston or having a decent draw in the Houston TV market.
I hope $3 million is enough to keep Herman around.. But with coaches at bigger power 5 schools making ~$5 million, a potential new coaching gig for Herman could bring with it a salary that's quite a bit higher than UH's offerings.

Adding UH doesn't add any televisions to the Big 12. It's all about TV revenue. That's why you'll more likely see something in a different region added, like Cincinatti.

UH is likely going to be left out of the Big 12 but its not due to tv viewers. UH does add to television sets when they are playing teams that people around here care about. Even A&M would suffer with a steady diet of Memphis or directional schools from Florida. UH has natural rivalries with Texas teams. Can you honestly state with a straight face that Cincinnati would bring more viewers than UH against UT, TCU, Baylor, Tech, OSU, or OU? And how close is Cincinnati to ANY Big 12 school not in a city named Morgantown?? Regretfully I do agree Cincinnati may be chosen over UH, but it won't be due to television sets. UH has already proven itself. You can easily look up these numbers for proof if you like. As you can see below, UH vs Temple was right up there with UT vs OU. UH vs Navy competed well with several big name SEC games. Reminder - that was UH vs AAC teams that nobody in Houston is supposed to care about. What happens when UH plays regional teams where there are in-state rivalries?

Yes..? A lot of people in Houston would already be tuned into those games, because they support UT, TCU, Baylor, Tech, OSU, or OU. A market like Cincinnati would bring an entirely new viewer pool that isn't being watered down by means of conference opponents fan bases.

Cincinnati football is not big in Ohio, it's all Ohio State.

Word on street Houston is recruiting local athletes based upon the concept they are starting in the Big 12 beginning in 2018.

I'm an old Texas Tech alum and I'm not hearing the same thing you are about Houston getting an invitation by the Big 12 at least by us. OU, West Virginia may be your best bet.
