So, regardless of the budget, some are hard to fight.
More expensive apartments might have better maintenance crew and pest control. But when your next door neighbor is a pig, you could get drain flies, ants and roaches that are difficult to handle.
Make sure your place is on second floor or higher, to prevent giant water bugs and crickets from just walking in. Same with spiders.

Stay in GA. I would not move to Houston unless I had a job in hand that would allow me to afford a respectable place. Unfortunately for $700/month for a 2BR, roaches and mold are the least of your problems. You will have to deal with a lot of crime. Possibly gang activity at that price point. It may feel like a third world country. Stay in GA unless you have a job lined up in Houston that will give you same or better standard of living that you are used to.

You must live in a small town in GA to get that kind of deal for a nice apartment. Won't find that in Atlanta
