The specific schools are:
  • Rice Military: Memorial Elementary, Hogg Middle, Lamar High
  • EaDo: Lantrip Elementary or Burnet Elementary (both in East End), Jackson Middle, and Wheatley High

With the exception of Lamar they don't have the best reputations

Not sure what "pretty good" is, but 90A between Sugar Land and the Medical Center is usually quite congested during morning rush hour; it takes 45 min to an hour to get to the Med Center that way, and I would expect another 20-25 minutes to get to downtown.

You can take the Fort Bend Express bus (the Greenway Plaza route) to the West Bellfort Park and Ride and get on a Metro downtown express there.
