Here's the Link the the GreatSchools ranking and review of Garden Oaks Elem.
Garden Oaks Elementary School - Houston, Texas - TX - school overview

Good luck with public (not sarcasm). My NY, educrat friend's High School kids did great in them. They were a few years ahead after NY, so they rocked the grades.

I think I drove through this area a few weeks ago - the houses looked nice and lots of trees...BUT...the surrounding businesses looked kinda skanky and run-down. That is IF this is the same area I drove through.

4/10 on greatschools isn't very good. 3/4 of the student population is eliglible for free or reduced lunch.

That is sort of a Houston thing. Since we have no zoning you have good areas next to bad. Garden Oaks is a very popular area and very nice, I would have no reservations on that score. Right across Yale St. from Garden Oaks section 1 is Independence Heights, which is a much lower income area. Shepherd Drive to the north, goes south real quick! But that is just how Houston is, especially close in.

Not real sure about the schools. Meyerland might be an option to check out as well, and might offer better performing schools. You might include it on your list.
