I guess I'm dumb/naive on this topic. But I have a serious/honest question. If municipalities (state, local etc.) are funding toll road projects (via taxpayers) then why is it a toll road to begin with? I sincerely thought the purpose of charging a toll was to pay for the road, upkeep, and expansion. Honestly, that's why I thought the Beltway was still a toll road - to pay for future projects. God knows that road has to have paid for itself many times over by now.

Taxpayers did not fund any of the toll roads. They were funded by bonds sold by the various toll road authorities. The tolls pay for the bonds and future maintenance. HCTRA transfers some toll road money to Harris County to pay for other roads where tax funding is lacking.
