Traffic issue in Houston - Why are roads that should be connected, not connected?

I believe that's one of the issue with traffic in Houston.
I'll give you one example
South Mason Rd. at Beechnut
Why doesn't it connect to the other section of South Mason Rd. that continues South?

There's many places like this all over Houston that force people to have to use the highway and create traffic.

This has long been a complaint of mine too. There's soooo many places like this in the city where incomplete arterials push even more traffic to the freeways. Burns me up.

The city or county is waiting for private sector developers to pay for it in many cases. Cities and counties often struggle to finance road construction and they try to put the responsibility on land owners when those owners are ready to develop their properties.

Why doesn't West Orem/Orem go all the way through? https://www.google.ca/maps/@29.6267674,-95.4188464,13z

Correct. If you buy a piece of property that has a road already planned for it, when you develop that land, you are on the hook for that road including any drainage components.

Although it saves the county money, it essentially guarantees that only big development companies can cash in on such investments.

Ask Don Hand or Vincent Kickerillo to explain the drill, especially if a bridge is required.

The developer puts in the road so buyers can fine the property being sold. Then the county, in most cases, has to connect them all. It has to pass through the CoH planning department if in the ETJ.

This. Another great example of our patchwork secondary road "system"....Spring Green in Katy west of 99, which would go N-S all the way from Katy Fwy to Westpark, except for this 1/2 mile: https://goo.gl/qPQL22

What I hear is:
"Developers decide how road infrastructure is developed,
Instead of the city/county to guarantee smart city development"
