Harvey is an equal-opportunity disaster. The poor won’t be left behind until the recovery.
Quote:
But actually, Houston’s floods have proven to be great equalizers. On the one hand, there are very poor neighborhoods in Harris County that have been hit hard, repeatedly, by flooding. Greens Bayou in Greenspoint has overflowed its banks three times in the past two decades, and nearly half the housing there is in the 100-year-flood zone after FEMA revised its Harris County flood maps in September. More than 1 in 3 residents lives below the poverty line. Some of them are among the nearly 1,000 Houston families who live in HUD-subsidized housing in the flood zone. This weekend, Greens Bayou overflowed again, causing mass evacuations and sweeping a family of six downstream as they tried to escape the swirling river.
At the same time, underwater houses in the flood zones adjacent to the two great Houston reservoirs whose dams protect downtown can go for more than $750,000. Some of the worst damage during the 2015 Memorial Day floods came in the sliver of high-income neighborhoods south of I-10 on Houston’s west side; among the worst-hit areas were the neighborhoods adjacent to Brays Bayou, where houses routinely sell for more than $1 million. The 2016 floods shut down the Exxon-Mobil corporate headquarters in the Woodlands.

The poor areas flood and do not drain because they are flood hazards...located in floodways, in areas of very low elevation and in areas that were developed long before drainage in Houston was ever an issue. These areas, especially those within the loop remain poor, not because of the people or lack of infrastructure spending, but because these areas will flood. People with money build their homes where they are less likely to flood, not more likely to flood.
Flooding is not political in Houston. There are swaths of Memorial with $1M+ homes that have now flooded 3 times in 3 years. They never use to flood, and now they do. I guess its because these people are poor and nobody cares about them.
OK, so people with money build their homes where they are less likely to flood, not more likely to flood. I can agree with you about this. But it only stands to reason that if this is the case, then the poor get more of the flood than the rich do, as a percentage of the whole. So maybe we are agreeing then, at least on this point?
As I stated in my previous post, the OP is
wrong to suggest that it only floods in poor areas, or even to suggest that the vast majority of flooding occurs in poor areas. I assume you saw this but maybe you did not. My suggestion was that the poor are probably inordinately affected by flooding, as a percentage of the overall flooding, which I still think is correct but you can prove me otherwise if you have that information--I can accept that I'm not always right. My other suggestion was that there is pollution in the water, especially to the east side of town, in the more industrial sectors that will vastly disproportionately affect the poor. That's the argument I was making, or rather the point I was making.

Harvey was once in a 400 year type of storm, rich people wants their mansions close to the water. Especially waterview houses are more expensive, and flood was probably never a concern until it becomes a concern.

My friends who work there say no, other than some of the roads. They were all working from home, though, since getting there could have been difficult. There's a statement to that effect at
Employee support | ExxonMobil
I've also heard the company is providing a lot of support to employees who were flooded.

When y'all finish up the rich and poor, it rains on the loved and unloved, study subsidence.
Any fool with money could put in a well, put in a sewage treatment plant and build a subdivision. Nobody wants to talk about how all that draining the aquifers has contributed to flooding. IIRC, Meyerland has sunk 15 inches in the past 50 years. When i used to keep track of minutiae, I 45 @ 1960 was sinking about an inch a year.
That was the reason for all those regional water authorities. But, we still get most of our water from wells and we continue to sink.

I do not believe that a city of this size and mass should have been built on ground that is...to use a local term, basically "gumbo". There are also quite a few fault lines in the area, over 200+ I believe.
My original realtor drove me thru a few neighborhoods in the Briargrove area, as well as Spring Branch, showing fault lines that were visible...it was interesting.
Houston grew too fast, and in a town with no zoning, and not a lot of restrictions, what can "go wrong" typically will, eventually.....like it or not.
I have been here for 16 yrs...and until the last few yrs...West U.,Bellaire and Meyerland never flooded. Nor did the Woodlands...I know several boaters who loved living in Clear Lake, but got sick of the flooding, so they moved to the Woodlands and drove to the boat on weekends. It should be noted that these couples are " native Houstonians" for several generations....so they are well aware of the "lay of the land", so to speak.
I live in the Greater Uptown area now, but owned a home in West U. That we sold back in 2014 when the hubby was retired out early. It was not in any flood plane when I brought the lot in 2004, nor was it in a flood plane when I tore down the old rental house on the property and built a new home there ( and it was not a mega- mansion monster either) as of the storms of 2015, and tax day storm of 2016... it is now located in a flood plane, although the house, itself has not flooded...it was built up quite a bit from the original height and lot line..per West. U plans.

Fault lines?
Meyerland first flooded in 1976. That was 41 years ago.

I had to stop reading when you called it a "flood plane." It is a "flood plain." And as a geologist, if you are concerned with earthquakes in Houston, um, well, I really have nothing to say.
