But I bet anything that that's what they did
The bayous were never planned. They were natural waterways. Some of them were straightened in the 40's-60's in a misguided effort to reduce flooding.

Ditto on this. I often would like to get on Sam Houston TR northbound from Westpark TR westbound. But, I can't put up with waiting in a line of dozens of cars waiting -- thru multiple light cycles -- to turn right at that traffic light at the end of the off-ramp. I've seen the line back up onto WP TR, which seems very unsafe.

So ... I find alternate routes, none of which are very convenient.
