Katrina was in 2005. By the time Harvey rolled around, any Katrina transplants would have been here 12 years. That's plenty of time to become established and assimilated. There'd be no reason for them to leave.

Houston is nothing like New Orleans. That's laughable to suggest that they'd return to a lesser city.

Also, in between Katrina and Harvey have been other hurricanes (such as Ike) and other flooding events in Houston. People are resilient and mostly stay put.
