How does one buy land in Sugar Land in a residential area? Does the city only sell land to master planned community builders? Appreciate your responses on this.

You may want to get your realtor to look in HAR under LOTS.

I don't know that there is much available land in Sugar Land, but there is in Richmond which is right next door. Check HAR.com

unless you are planning to build a mansion on Palm Royale (1M+ an acre), there is not much land that is available in Sugar Land. You may have to go further SW or W. You may consider choosing a lot in Riverstone, Telfair, Sienna, or Aliana to buy a lot and build a custom home from one of those builders.
