If you are moving here without job it depends a lot on your immigration status, professional background, amount of savings you have, many other things.

Yeah. This ^^^ Lots of savings... You also need to buy a car.
What's your budget? Are you coming alone or with family? Work visa? Tourist visa?
What are you going to do when you move here? Where you hope to find a job? Without credit history even renting a place will be problematic. Hope you have great and useful skills.

Please provide more info. Why Houston?

It would be almost impossible to rent a place from a landlord/complex with no job and no credit history. You would be best to look into a roomate situation.
