If you go Katy, Green Trails is a good neighborhood pick.

If you don't mind an older (1970s-80s) home, look hard in Briarhills. The homes in the southern end of the neighborhood didn't flood in the dam release and probably are quite low risk flood-wise. Most of the listings are above your price range, but you might find one of the smaller lot homes that works. The area is very safe, access to the park is great, the subdivision's rec center is being redone, and of course your commute will be much, much better than a Katy location west of the reservoir would be.

Several of the listings that say they have never flooded, but when you pull up arials of the area during Harvey, they appear to have a lot of water in the yards.

Well maybe even my backyard had a couple of inches of water. But the house was super dry. There was no standing water in the front yard and no street flooding

Not suggesting you ignore what you see, but water 1/3 to 1/2 way up the yard was very widespread on that side of town in Harvey. What you deem of that risk is up to you, but the listings are accurate. The home itself did not flood. Another 6-9 inches of rain probably changes that for a lot of those neighborhoods but thankfully that did not happen.

Likely $250,000-325,000 to purchase a home.

Katy to the Energy Corridor is not that bad. It's not like OP is going to work in downtown Houston.
There are houses south of I-10 just west of Barker Cypress that might be in OP's price point and the schools are good. The commute from there I imagine would be pretty good by Houston standard.
