Without a doubt, 45 traveling south into downtown is the best. To me, it mainly has to do with the striking architecture of the Bank of America tower right before literally getting engulfed into the midst of towering downtown skyscrapers as you pass along the pierce elevated.

Although the upcoming I-45 reroute may come with a few improvements, it's going to wipe out the current view as it is now. It literally breaks my heart that TXDot thought that was the only option in exchange for eliminating (probably the best) majestic downtown view in the state.

Out of the two options, I would say 45 S.

My personal favorite is eastbound on Memorial. Something about being on a smaller road (mini-highway?) makes the skyline look even bigger and the greenery of Buffalo Bayou adds a nice touch.

I agree that the Memorial Drive view, which is not a freeway, is best IMHO for its "wall of architecture" view fronted by greenery.

For freeways, I agree that the Eastex approach is the coolest - you get the shorter buildings (including MMP) in front with the taller ones in the back.

Best view I ever saw was from the top of the coffee silos at the old Maxwell House plant on Harrisburg.

From the choices, I really like 288. Gives you a nice perspective on how large downtown is in its eastside.

Best views to me are either the Westpark Tollway to 59N ramp or 610 to 288N ramp. On both you get awesome views of multiple skylines. An underrated one is the Katy Freeway when it comes up from the trench. Nice view of downtown and all the random towers that dot the inner loop now.
