Previously known as BioScience Center, they have officially broke ground as Innivation Plaza. In Midtown, Rice is building the Innovation District. In the Texas Medical Center, A&M broke ground on Innivation Plaza. Houston’s Research triangle?

Can't tell from the article or picture. Is that on the site of the old Shamrock garage or the site of the old Prudential Building across the street?

I think where the Shamrock garage/conference center was. I presume the larger road at left is Holcombe since I can see a couple of TCH Buildings where I would expect them to be given that configuration.
