i haven't known where to find the latest numbers for population of cities consensus for 2020. I looked on the census website and they only have it per state.

That's if you're simple looking at land area. What Houston has annexed has only been commercial properties. There's been very little, if any, residential annexations since Kingwood in the mid-90s. Take a look at urban area where Houston's density has grown over DFW to give you a better idea of the overall area's density level.

It's unfortunate in my opinion that Houston annexes so far away instead of allowing suburban areas to govern themselves. It was always weird seeing HPD pulling people over on I-10 at 99 in the Katy area but technically they have jurisdiction all the way out there. Just a weird setup.

While the purpose of Houston's LPAs (limited purpose annexations) has been to obtain sales tax from commercial activity, they are annexing MUDs. If the MUD includes residential uses, those get annexed too.

No, the residential doesn't get annexed. Houston very carefully avoids LPA's of residential properties.

It was my understanding that the agreements (SPAs) made with MUDs don't split the MUDs up for the LPA if they also happen to contain residential. The City certainly won't do an LPA of a MUD that doesn't have any significant commercial property. But there are MUDs that contain both. So are they designating just parts of those MUDs (specific properties) for LPA?

you can see the limited purpose areas, and there is essentially no residential in them.

You're correct, as far as single family residential goes. It does appear that multifamily rental is probably included, however.
