Looks like the left lane was restriped and it makes the ramp to 610 a one lane for then expands back to two.
Seems odd, not sure if it is for repairs or what gives.

From Google Maps

This is if you are coming from 59 south, going northbound and take the 610 west ramp.

Transtar doesn’t show any permanent construction there. Maybe an accident caused guardrail damage?

I saw this the other day, it's very strange. I didn't see any obvious damage, but I admittedly wasn't looking very hard. I'd love to know what's going on as well because it backs the traffic up on the ramp.

Yup I tried digging around and no luck. In the past 2 months there were two occasions were they shut down that ramp as a whole.

The concrete on the barriers look fresh, not sure if they replaced them. Regardless it is very dump and backs up. I hope this isn't perm.

On a related note, what is going on with 59S path 610 in the evenings (southbound near Fountain view). There has been a major accident there nearly everyday this week. I have been taking the HOV lane to Hillcroft P&R just to avoid this mess.
