Let's give this a try ...
Most interesting street in Houston that doesn't make sense

Shoal Creek Dr. not being connected to Gessner Rd because ... nobody knows.

Actually,
it is connected, but you have a key for the lock on the gate

Waugh southbound bifurcation into Commonwealth has always been a head scratcher. I know it has something to do with the change in street orientation from N-S to NW-SE, but not sure why that one section of Montrose has to be different than the rest

That's not Montrose, it's Cherryhurst. The plat was filed in 1916, and conforms to the shape of the tract of land of the Lamar Tract that was a 45 1/2 acre tract out of the Obedience Smith survey. The plat was filed by D B Cherry, owner of the land and developer of the Cherryhurst subdivision.

Westheimer/Elgin at Bagby? Doesn't Elgin become Westheimer immediately on the west side of Bagby?

Yet, when they installed those new light posts, they put the street sign "Elgin" on the westside of Bagby (where it should be Westheimer) and now there's no real distinction.

Elgin originally ended at Baldwin, which ahs been subsumed by Bagby. West of there, the street name was Hathaway, which ended at the railroad tracks that ran between Grant and Stanford. Westheimer was West of there. You can see this on this 1913 map https://www.tsl.texas.gov/apps/arc/m...s/map00435.jpg

That map is no longer relevant.

My question is why the city doesn't feel why it needs to distinguish when Westheimer really begins (which is immediately on the West side of Bagby while Elgin is immediately east side of Bagby). It used to have a Westheimer street sign immediately west of Bagby.

It just bugs me a little that the city is leaving people to guess when Westheimer begins when coming down Bagby or simply "remember" that Elgin becomes Westheimer. Westheimer is too much of an important street for that.
