Update: After I posted, I poked around on the websites for CISD and for the school we'd be tied to. The specific school references Pre-K but provides no additional information about it. I contacted them and was told it's available starting at 4 y/o but with restrictions. Then she directed me to an ESL contact....not sure why unless ESL needs are a requirement to enroll.

That's Texas for you. ESL students get pre-k, while long time American tax payers don't. Most of the big and ever growing districts have this policy.

That's why so many of us like SBISD. It's built out, has not where to grow to, so it can provide more services.

ESL, special education and low income students do not pay Pre K tuition in SBISD. I can't speak for other districts but I think this is the norm in Texas. It is frustrating to pay big tax $ and have to pay for Pre K, but that's the way it is. SBISD is also a Robin Hood district...and that's even more maddening to me!!!!!
