I'm not sure, it depends on what type of engineering. I was thinking he was a petroleum, or drilling engineer. It would not hurt to submit the CV though.

I know my friend went with her husband and I believe he had a L1 visa? and she got an L2 from that so she was able to work. Must be certain criteria in order for him and her to be able to get those...

The L1 Visa is something totally different. You get a L1 Visa if a foreign company sends you to the US to work for them. If your company does not to this you can not get one.

To qualify for the HB1 Visa you need to have a College degree. These 4 years of college can also be substituted if you have enough work experience. I think it was 4 years work experience equal one year of college.

Also, the deadline for applying for the HB1 has already passed. They will start working in october. The deadline was in April I believe. This means if you qualify you can apply next year and could start working in october 2009.

The HB1 Visa is also capped at 60 or 65 k per year and several hundred thousand people applied.So even if you qualify you might not get one.
Congress has talked about raising this cap but I have not heard anything about it in a while. So I guess it won't be anytime soon.
