I would like to know what the property taxes(percentage) were for Telfair in sugar land for houses that were built in 2007/2008 time frame for a 3000sqft home. I was told the tax is about 3.25, and after applying for homestead exemption it is 2.9%. Is this correct?

The tax rate doesn't change if you homestead. What changes is the base value you are taxed upon.

For 2007 I believe everyone received around a 10% reduction in overall tax rate, mainly through a significant reduction in school taxes. However for 2008, almost everyone received a 10% increase in property value, effectively cancelling any tax savings.

I don't know either, but would love to know what people are paying since I will hopefully be a fellow telfair resident in a 4 months when my house is complete.

With our recent purchase-property tax calulated is 3.32%, so say after homestead it should be 3.07%.

What people pay and the appraised value of their homes are all public information.
For the telfair area you can visit the fort bend appraisal district site for the information.

Would like to know how the homestead thing actually work ? The owner is supposed to pay the prevailing tax rate on 80% of the appraised value of the home ?

For, ex : If the home is appraised for $300K and the tax rate is , 3%, the normal annual tax is is 300K * 3% = $9000 but with homestead it is

80% * 300K = 240K
240K * 3% = $7200

Is it correct ?

Yes, 3.24% before homestead is correct. Down from 3.53%.

I'm building a house at Telfair. Out of curiosity, I researched the property appraisal value of the houses that are similar to what I'm building. I got the data from the Fort Bend Central Appraisal District website.

However, many of the houses' appraisal value look lower than what the market value should be. Either the appraisal value reflects homestead exemption, or I'm being duped by my builder.

Example: the website lists a house's appraisal at $320K. Assuming that homestead discount is approx. 20%, is the true market value of the house $400K (=$320K x 100/80) ???
