City hall would be downtown. Loop 610 is a freeway that encircles a part of Houston. Look on any Houston map and you should see a circle with the label "610".

Use the "Schedules and Maps" in the left side menu.

Buses do not run 24/7. They are geared more towards commuting downtown and returning from downtown. The bus service on the weekend is not very good.

I would advise against traveling by amtrak or bus between cities. The schedules are not very good. I tried to plot a route from Houston to San Antonio using Amtrak and the route ended up going from Houston to Dallas to some small town to Austin to San Antonio.

You really need a car in Texas, especially Houston. You should be able to navigate by bus Monday through Friday inside loop 610 during business hours (6am - 7pm or so), but after that the bus service is reduced. Another option may be the park and ride, depending on where you will stay.

Yeah, this is bad. Instead you can spend about $55 on a plane ticket through Southwest Airlines out of Hobby Airport. That's the approximate rate for one-way hops around the state last time I checked.
