While I was working on gardening project in my back yard, I found a black flat wire about 6 inches underground while digging. What wire can it be? Is it possible to know where and what are the underground wires of my own back yard?

You do not say where you were digging, but this could be a wire associated with you own house. It could be a public utility if it is on an easement. It could also be scrap left over from construction or some other project though that is unlikely. In any case, it is best not to damage or touch the wire until you know what it is. To find underground public utility connections (pipes, electrical, etc) go here: TESS or call: 1-800-344-8377

could be your neighbors cable tv line. who has the fugly green boxes? I have the one for cable and the cable guy had to come into my property for their installations

It is a black flat cable. I did a check and it seems to connect to the telephone box on the side wall of my garage. Since my house is the first one next to the street, I am just wondering if this telephone line also connects through my neighbour as well. Could somebody please advice on how I am able to find it out?
