No, it's not. None of SF is in the 510. The 510 only has areas in Alameda and Contra Costa counties. I lived in the 510, I know of what I speak.

I graduated with a BFA in Liberal Arts that incorporated all of my credit hours in engineering, physics, astronomy, algebra, calculus, anthropology, spanish and fine arts. I graduated Phi Beta Kappa and went on to get a Masters Degree in Architecture, graduated Phi Kappa Phi. I have never regretted my liberal arts degree, it allowed me to explore all of my interests and to become educated in diverse areas. It was an excellent bases for my career in architecture. During my career I have been the designer or project manager for around $50 million worth of health clinics, libraries, office buildings, fire & EMS stations and the new city hall in Austin.

It all started with a Liberal Arts degree.
