Why don't they send an ultra long duration balloon into a hurricane like when one starts to form a closed circulation as a depression send one to it and take mesurments and pictures from that time until it hits land and finally dies. All it would really need is just a cheap helium balloon, a heater to change the volume of the gas and altitude, several cheap 3 or 4 megapixle cameras, instruments to measure windspeed, humidity, temperature, and air pressure. It could all be run with a cheap $200 netbook running off a big lithium battery. It would need a GPS sensor. It could drop down close to the sea and take measurments and rise back up to the top of the storm and take measurments. It would be a lot cheaper to have these circulating inside the storm than flying airplanes in them.

Flying airplanes with actual people in them keeps jobs around.

People would have a job assembling these, launching them, controlling them, programming them, using the data in computer models it might make more jobs.
