And you maybe right. According to the news, she had been cited previously for prior child abuse, and most likely, CS knew of her ongoing drug addiction, since age 15.

A recent news story on CNN cites that women's alcohol and drug use has gone UP, tremendously. Many women are CLOSETED DRINKERS, they use alcohol at home, when they are alone. And many BOYFRIENDS and HUSBANDS, are providing them with drugs, as well. I think we need to pay closer attention to these issues, otherwise we are going to hear of many more tragedies like this.
